Two massive disasters this year — the Texas floods and Los Angeles firestorms — are leading some to grapple with the question of how to get officials and the public to care and take action.

Flood Warnings are in effect for many Texas rivers following heavy rains over the last couple of weeks. The NWS is reminding everyone to turn around, don't drown when encountering flooded roads as most flood deaths occur in vehicles.
